Hardened Steel BUCKSHOT - Is this even LEGAL?

We test out the Extreme Penetrator Buckshot, which is .31 caliber, or about 8mm in diameter. I did not even know anyone made this stuff. We test it out and compare it to regular lead 00 buck.
