Fourth Vice Chief Heather Bear, of the Federation of Sovereign Indigenous Nations (FSIN), is a member of the Ochapowace First Nation in Saskatchewan. She told MP Doug Shipley that the confiscation of guns from First Nations would take away her peoples food sovereignty, culture, and way of life, something they were promised at treaty. When asked about Bill C-21, she told committee that she didn't see the bill making any impact on criminals, as criminals 'don't care if they have a license or not,' when they access illegal guns.
